The ceiling is not flat so I am taping up and goin to try and take the worst of the humps out with carlite.

Tyrolean mix - sand and cement

this video explains how to mix and apply a Tyrolean finish using only sand and cement to make the Tyrolean. Tyrolean (cullamix) is expensive, most builders merchants do not carry this in stock and require a minimum order (5 bags last time i checked) . the same finish can be achieved with the correct sand and cement mix as a substitute.
